Kaliper Pacing: stop dropped calls when buyers go silent — Two new per-target controls: Bid Pacing caps accepted pings to a buyer's actual available-agent count, and Ping Pacing spaces out all outbound pings to a buyer. Fixes the "dialer says it has agents free, then can't seat the calls" drop pattern common with classic dialers.
